Governance approach

Controls should protect the outcome without paralysing delivery.

BEMC establishes clear authority, accountability, evidence and escalation from mobilisation through handover. The control environment is configured to the client, contract, sector, data, learners, sites and third parties involved.

Contract-specific governance—including committees, delegations, reporting, acceptance, change control, incident management, data processing, accreditation and partner obligations—is confirmed in the approved delivery documentation.

Controls across the full implementation chain.

Ethics, anti-bribery and conflicts

No improper inducements, facilitation payments or undisclosed conflicts. Material conflicts and related-party interests must be declared and managed.

Procurement integrity

Transparent specifications, sourcing, evaluation support, supplier governance, confidentiality and audit-ready decision evidence appropriate to the mandate.

Privacy and information security

POPIA-aligned processing, data minimisation, controlled access, secure transfer and retention arrangements proportionate to the information handled.

Accreditation and learning quality

Programme-specific provider scope, facilitator credentials, assessment, certification and quality arrangements are verified and disclosed before delivery.

Learner and child safeguarding

School and youth programmes require safe conduct, appropriate consent, responsible data handling, supervision, escalation and partner obligations.

Health, safety and environmental responsibility

Site readiness, installation, equipment, travel and field activity must comply with applicable safety, technical, environmental and client requirements.

Third parties

Partners extend capability—but not accountability.

Consortium members, subcontractors, training providers, assessors, facilitators, equipment suppliers, host employers and regional implementers are assessed against the role and risk they introduce.

Evidence before claims

Membership, accreditation, certification, professional registration, partnership and client claims should be published or included in a proposal only when current supporting evidence and permission are available.

BEMC reserves the right to reject or remove a delivery party where due diligence, conduct, capacity or quality does not meet the programme requirement.

Speak up and raise concerns

Concerns should be reported early and handled responsibly.

Project, ethics, privacy, safeguarding, quality or supplier concerns may be reported to [email protected]. Include enough information for assessment but do not send sensitive personal or protected information through unsecured channels.

Formal investigation, non-retaliation, client notification and regulatory reporting arrangements will depend on the nature of the matter and the applicable contract or law.
